The  National Health and Insurance Fund (NHIF) is being blackmailed after it was discovered that the letter presented to the Public Procurement Regulatory Authority (PPRA) was authored by a fake entity which had tried to sell their narrative through Daily Nation but nobody was able to buy it.

The letters that the PPRA referred to came from the some fake organisation calling itself Kenya Consortium of Medical and Health professionals which according to a sources at the NGO board, does not exist.

The complaint was over the award of a medical insurance contract to Britam and Pioneer who were the highest bidders while UAP which allegedly quoted less amount, was never considered. The complaint doesn’t query the substantive bid of any of the 3 bidders.

Senior managers at NHIF now read malice and outright blackmail by the respective media houses which seems to want higher advertising spend from the provider directly through the media houses.

The KMCHP letter was signed by a “Dr. Philip Kenneth” on behalf of the non-existent organisation and addressed to EACC, PPOA among others.

NHIF reads mischief as the anonymous complainant has been using this information and the validation from the local daily to blackmail NHIF.

According to the complaint, the tender was awarded to M/s BRITAM and Pioneer Insurance irregularly and there was a possible loss of public funds. The complainant also allege that this two companies applied for the tender separately and they did not understand how the tender was given jointly without any documentation.

The same complaint was presented by CIC insurance one of the bidders for the tender to higlight the issues and also to protest a decision by the PPRA to award the tender to UAP insurance as the issue is being resolved. CIC insurance had also indicated that the notification for the award did not conform with the provisions of the Act. This said orders have however not been signed by the chairman of the Authority

Sources have disclosed that this anonymous complainant who has disguised themselves as consortium of medical and health professionals are now black mailing the national insurer NHIF.
