    Nepotism, Fake Suppliers At The Heart Of Sh10 Billion NYS Scandal

    nysThe Director General Dr. Richard Ndubai of the National youth service (NYS) has allegedly been in cohorts with Public service, Youth and Gender PS Lillian Omollo to micro manage the organisation and influence the awarding of tenders.

    This has led to the loss of close to Sh 10 billion from the organisation that has been struggling to save face after being at the center of a multi million scandal that is yet to be concluded.

    They have been accused of paying non existent debts in the name of ‘pending bills,’ at the expense of legitimate debtors who are left stranded and auctioned for unpaid debts.

    The two are said to have ganged up with their preferred suppliers to suppress proposals for investigations on inconsistencies in procurement procedure especially at the NYS headquarters and the Mechanical transport sector opening it up to more corrupt activities.

    Under the leadership of Ndubai, the organization has lost large amounts of funds hence it being cash strapped.

    Wastage has also been experienced as purchasing of food has been done as a business and not on a needs basis leading to overstocking which then leads to spoilage.

    Nepotism has also been experienced after the Director General recently hired three close relatives as NYS consultants who also double up as proxy suppliers.

    Their job description is questionable as Price water House coopers was contracted to do the same job.

    PS Omollo on her part has accused National Intelligence Service (NIS) director-general Philip Kameru of exaggerating the amount of money under investigation.

    She says that the amount being investigated is no where near Sh 8 billion but is Sh 900 million.

    “The allegation that there are 13 vouchers amounting to Sh8 billion paid to non-existent companies for non-existent supplies to the NYS is incorrect,” the PS says.

    “All the vouchers submitted for investigations to the DCI amount to a total of Sh900 million. This is not even remotely close to the Sh8 billion figure that the Director-General of NIS is claiming is lost or stolen,” she further alleges.
