One of the wanted police officers over the murder of psychiatrist Dr. Victoria Nthunya Mutiso was Saturday arrested in Kampala, Uganda.
His accomplice who is also wanted over the same is still hiding in Uganda, officials said.
A specialised team investigating the assassination of Dr Mutiso, comprising detectives drawn from DCI Headquarters’ Crime Research and Intelligence Bureau (CRIB), Operations Directorate and Homicide Bureau, made a further breakthrough, arresting the cop and two other suspects, in a coordinated operation spanning Nairobi and Kampala.
Acting on forensic analysis, the team proceeded to Kyanja Heights flats in the Nakawa suburb of Kampala.
With the assistance of the Uganda Police Force, they arrested two suspects who had illegally sneaked into Uganda after the murder:
They included constable Collins Bett Kiplangat, attached to Thogoto Police Station in Kiambu County and civilian Pius Muiru Mbugua.
The DCI said they acknowledges the professional support of the Uganda Police Force, whose cooperation made the raid, arrests and secure detention possible.
The two suspects are held at Jinja Road Police Station pending an escorted return to Nairobi.
Earlier, the same investigation team intercepted a third suspect, Samuel Karanja Gathoni, also known as “Lawyer”, within the Langata Multi-Media area as he headed towards Ongata Rongai.
Investigations have established that Bett was tasked with surveillance and served as co-driver to Daniel Mwangi Njoroge, a central organiser of the operation and driver of the Land Cruiser Prado registration KDH 600A.
That vehicle was used to box in the Uber in which Dr. Mutiso was travelling on the morning of July 29, 2026 in Upper Hill, Nairobi, moments before she was fatally shot.
Detectives have further established that Pius Muiru Mbugua was a key link between the execution team and the person who contracted them.
Mbugua served as paymaster, moving money for logistics and the movement of the hit team.
The suspects arrested in Uganda were on Sunday being prepared for escort to Kenya, where all three will be processed and arraigned in accordance with the law.
Last week, a mother, her two lawyer children were charged with the murder of Dr Mutiso.
However, they did not plead to the charges only the information contained in the charge sheet was read out to them.
Rose Mbithe appeared in court alongside her two children Angela Mulwa, and Chris Mulwa who are both advocates of the High Court.
Police Constable Elijah Kibelion Kimoi was also in court. The four appeared before Justice Kanyi Kimondo at the Milimani Law Courts, where the murder charge was read to them.
Judge Kimondo directed that the four be taken for mental assessment before they are presented before Justice Alexander Muteti, where they are expected to formally answer to the murder charge.
The court further directed that Kibelion be provided with a probono lawyer after it emerged that he did not have a lawyer.
According to the charge sheet, the four killed Dr. Victoria Mutiso on July 29, 2026, at about 9:30 a.m. along Mawensi Road in Kilimani, Nairobi County.
According to the prosecution, the suspects allegedly acted jointly with other persons who have not yet been brought before the court.
The case will be mentioned on September 23 for plea taking.
Dr. Mutiso, a former Director of the African Institute of Mental and Brain Health, was fatally shot on July 29, 2026, in Upper Hill, Kilimani Sub-County, Nairobi, while inside a motor vehicle.
Investigators told the court that they recovered two spent cartridges and two bullet fragments from the scene and submitted them for forensic examination.
A Mini Jericho pistol was subsequently recovered and examined.
According to the DCI, “the preliminary ballistic opinion links the recovered cartridge cases and bullet head to that firearm.”
Investigators further said the firearm was issued to a senior police officer who is at large.
Inspector Kenneth Kipkemboi Sang of Nderi Police Station of Thogoto Police Station, remained the subject of a police manhunt on Sunday.
The DCI has also identified a land dispute involving Dr. Mutiso as a possible motive for the killing.
Investigators said the deceased was involved in a dispute over L.R. Number 1504/13, which is the subject of a case before the Machakos court.
Investigators also said Dr. Mutiso had previously reported that someone had attempted to kill her and that she had been followed before the fatal shooting.
The DCI said that on July 7, 2026, Dr. Mutiso reported being confronted by two armed men riding a motorcycle near Junction Mall along Ngong Road in Nairobi.
The men pointed a gun at her but she managed to escape and later reported the incident at Kilimani Police Station.
Investigators alleged that Kimoi was one of the armed men involved in that earlier incident.
The suspects in the saga were paid between Sh100,000 and Sh500,000 for the mission.
The aim was to eliminate Dr Mutiso to pave way for the sale of the Sh2 billion land.
