    Motorist Blasts Rogue Kibera Law Courts Officials Colluding With Police To Advance Personal Businesses

    A Kenyan motorist has exposed a possible cartel between courts and the police that encourages motorists to pay bribes when caught with traffic offenses.

    In his narration he stated that the magistrates give hefty fines with a jail term option to minor traffic offenses such as touting. For his worn out tyre he was fined sh.30000 with a three month jail option.

    He noted that this was done on purpose by magistrates and that it encouraged motorists to bribe police officers on the roads rather than have a day in court and pay hefty fines.

    James Wariero said that despite having a paybill number at the courts, the clerks preferred to give an agent number and he was not sure whether they benefited off the cash transaction fees.

    “So.. there is something fishy going on in Magistrate Kuto’s court. At the most benign, there is a problem with how the payments are made possibly set up to profit private enterprises from transaction fees instead of using the judiciary PayBill. At worst there is a suspicious combination of harsh hefty fines and questionable handling of fines paid,” he said.

    He said that he has written to the ombudsman but did not get any response.
