Members of parliament became chaotic when the proposal for increase of the VAT tax on fuel was read to them. The members were heard chanting zero, in opposition of the President’s memorandum.

Leader of Minority John Mbadi was shouted down as he tried to make his point of order and explain why he supported the presidents proposals.

The chairlady sitting in for the speaker Soipan Tuya  was unable to contain the rowdy members of parliament who were on their feet. She insisted that there was nothing out of order and requested the members of parliament.

She declared that the Ayes have even after those opposing shouted the loudest

Some of the members walked out leaving 215 members yet 233 were required to ensure a vote.

There is still a standoff in parliament, as the members opposing the bill accuse the chairlady of rigging.

In the memorandum on the Finance Bill, 2018, President Uhuru Kenyatta suggested that cashless/mobile money transfers excise duty be increased from 12 per cent to 20 per cent, a 66 per cent increase.
