    Parliament’s Fraudulent Ksh700 Million Tender To Controversial Firm Nightingale Exposed

    In January this year, Kahawa Tungu revealed how rogue officials at the Kenya National Highways Authority (KeNHA) could have siphoned out over half a billion shillings through shady firm, Nightngale company.

    Seemingly, the Parliamentary Service Commission has found a solace in the company and is using the same company (Nightingale) to siphon Ksh700 million in a fraudulent deal.

    In the deal, Nightingale was awarded a tender to furnish MPs’ offices after forging documents and most probably promising kickbacks.

    According to sources, the company submitted irregular bank statements, provided referee companies that were related to it, quoted works it never performed and quoted works it never  performed. Nightngale, which has no substantial director in Kenya currently, also listed an architecture firm not registered in Kenya (Octa Architects).

    Nightingale’s listed directors include Evelyn Nyambura Mungai, Ephantus Githui Gathekia, Peter Njoroge Muchuku and Samuel Kamau Nduati.

    Nightingale, was registered to conduct businesses in stationary sale and digital printing, but has of late been involved in construction works, pointing to a possibility of a firm being used in corrupt transactions.

    “A search at e-Citizen platform reveals that those companies share the same postal address as Nightingale Enterprises and therefore could not credibly verify the worthiness of the alleged successful bidder,” said a whistle blower lawyer Munyalo Muli.

    The company shares a postal address with Bliss Park Apartments Limited, Haven Park Limited, Lulu Gardens Limited and Glee Hotel Limited.

    As per the fake bank statements, it is alleged that the statements from Equity bank could not be verified as the bank could not provide the authentic statements.

    What is more worrying is that the firm was awarded a tender to furnish a firm that is being constructed by a Chinese company, which had applied for the same tender. Nightingale allegedly did not submit a tender proposal as required by the law,

    In its documents, the company (Nightingale) had indicated that it had undertaken multi-billion projects in Zambia, claims that were refuted by Muli.

    The Chinese company, Jiangxi International Kenya has already petitioned the award of the tender with Public Procurement Administrative Review Board.
