    Chiloba Guilty Of Gross Misconduct, Violating Contract – Chebukati Says

    The Independent Electoral and Boundaries Commission (IEBC) Chairman Wafula Chebukati on Saturday said that the commission’s CEO Ezra Chiloba was fired for gross misconduct.

    In a statement, Chebukati noted that Chiloba was in “breach and violation of the Commission’s Human Resource and Administration policies as well as other relevant legislation left the Commission with no option other than to terminate his employment contract.”

    Chioba was also allegedly invited to appear before a disciplinary committee twice but failed to show up.

    “In tandem with fair administrative action, the Commission subsequently invited Chiloba to appear before the Disciplinary Committee so as to provide responses to the charges leveled against him. He, however, twice failed to honor the summons,” Chebukati’s statement reads in part.

    But the sacked CEO on Friday defended himself saying that that at the time of the summons, he was away attending classes at the University of Oxford, where he is pursuing an MSc in Major Programme Management.

    “I communicated my unavailability to Commissioners through the Chairman’s Office via
    email. While at school, I read in the media, the development of my being sacked, a decision that was later rescinded and communicated through the same channel,” he noted.

    He further stated that his failure to show up for the disciplinary meeting was due to the fact that the “proceeding was questionable.”

    “My employment termination should not be seen as an issue of my person but that of the
    holder of the office. It brings to focus the major governance crisis at the IEBC; an issue
    that will affect even the next office holder if the matter is not addressed,” he continued.
