The Department of Defence (DoD) is on the spot over exaggerated meat supply tender awarded to a Nairobi firm, Quality Meat Packers.
The dossier was revealed by another disgruntled meat supplier, Jack Wright (1982) Ltd, who applied for the tender at a lower cost but was denied. According to Jack Wright, Quality Meat Packers was a bit more expensive by Ksh38 per kilo of fresh meat.
“On May 2015, we tendered for the supply of meat to the Nanyuki base unit only to receive a regret letter that we were not successful. Apparently, the contract was awarded to a Nairobi firm, Quality Meat Packers, at a price of Sh328 per kilo. Our quoted price was Sh290 per kilo,” reads the petition by firm director Fazal Butt to National Assembly Clertk Michael Sialai.
Butt reveals that the tender was not publicly advertised, but was done in a restrictive manner.

“As we were not satisfied with the decision of the award we decided to appeal to the Public Procurement Administrative Review Board … whereby the tender was annulled,” adds Butt.
National Assembly Public Accounts Committee (PAC) chair Opiyo Wandayi confirmed that the firm will appear before PAC today (Monday) over their complaints against the Department of Defense (DOD) over foodstuff tendering.
“The Public Procurement Act is very clear on how government agencies can do restrictive tenders, direct and open tendering. It is my humble request to your good office to see into this matter which is being misused and taxpayers losing millions of shillings,” adds the petitioner.
