The Board of Directors of the Kenya National Highways Authority (KeNHA) appointed Eng. Luka Kipchumba Kimeli as the Authority’s new Director General, effective February 17, 2026.
The announcement was made following consultations with the Cabinet Secretary in the Ministry of Roads and Transport. According to the Board, the appointment followed a competitive and transparent recruitment process conducted in accordance with the Kenya Roads Act, 2007 and other applicable public service procedures.
Eng. Kimeli brings 27 years of experience in infrastructure development, strategic programme delivery, and public sector leadership within Kenya’s roads subsector. His extensive background is expected to bolster KeNHA’s mandate of developing, rehabilitating, managing, and maintaining national trunk roads.
In a statement, the Board expressed confidence in Kimeli’s ability to enhance operational efficiency, strengthen accountability, and drive service excellence at the Authority.
“The Board expresses full confidence in Eng. Kimeli’s capacity to steer the Authority towards greater efficiency, accountability, and service excellence in delivering safe, resilient, and world-class highway infrastructure that supports national growth and regional integration,” the statement read in part.
The Board also congratulated the incoming Director General and assured him of its full support as he assumes office.
KeNHA plays a critical role in managing Kenya’s national road network, which is central to economic growth, trade facilitation, and regional connectivity within the East African Community.
Eng. Kimeli now takes the helm at a time when the government continues to prioritize major highway expansion and upgrade projects across the country.
Elsewhere, Eng Jackson Magondu was appointed Kerra DG.
Eng. Magondu will serve a three-year term, renewable once. The Board stated that the appointment followed a competitive and rigorous recruitment process recently undertaken in accordance with relevant legal and public service frameworks.
A seasoned professional engineer, Eng. Magondu brings over 30 years of extensive experience in the roads and infrastructure sector. He has held various leadership roles throughout his career and boasts more than 24 years of post-registration experience in highway and road engineering.
The Board noted that he has demonstrated strategic direction and institutional capacity in advancing the construction and maintenance of rural roads across the country — a critical component in enhancing connectivity, economic inclusion, and service delivery in devolved units.
Eng. Magondu holds a Master’s Degree in Infrastructure Management from Yokohama National University, a Bachelor of Science in Civil Engineering from University of Nairobi, and has undertaken several executive and senior management courses.
He is a registered engineer with the Engineers Board of Kenya (EBK), a Corporate Member of the Institution of Engineers of Kenya (IEK), and a member of the Chartered Institute of Arbitrators (United Kingdom).
In congratulating Eng. Magondu, the Board expressed confidence in his ability to steer KeRRA into a new chapter focused on expanding and upgrading rural road networks to support socio-economic transformation and strengthen connectivity across devolved Kenya.
KeRRA plays a vital role in the development, rehabilitation, and maintenance of rural road infrastructure, which connects communities to markets, schools, healthcare facilities, and other essential services nationwide.
