Florida has officially become the first state in the nation to block welfare benefits for a wide range of non-essential items, including theme park tickets, video games, vapes, and tattoos.

According to state officials, Florida is amending its TANF State Plan to explicitly prohibit recipients from using TCA funds on a defined list of non-essential goods and services. The proposal clearly outlines the following categories of purchases that will no longer be permitted with TCA benefits:
- Tobacco, nicotine, and vaping products – including e-cigarettes and any related paraphernalia.
- Video games – covering both physical copies and digital downloads.
- Entertainment tickets, theme park admission, and entertainment subscriptions – which includes passes to Florida’s major attractions and recurring streaming or event services.
- Tattoos, spa services, and tanning – encompassing any cosmetic or relaxation-oriented personal care services.
- Pornography and adult content – including both physical materials and digital subscriptions.
- Drugs and intoxicants – unless prescribed by a licensed physician.
- Psychic and fortune-telling services – covering any paid consultations or readings.
State officials have stated that the primary goal of these restrictions is to ensure that taxpayer-funded assistance is directed toward essential living expenses. The administration emphasized that TCA funds should be used for basic needs such as food, housing, clothing, and utilities. Additionally, officials cited fraud prevention as a secondary motivation, aiming to close loopholes that allow benefits to be spent on discretionary or luxury items.
As of this writing, the specific implementation details and exact rollout timeline are still being finalised. The amended state plan must receive federal approval from the U.S. Department of Health and Human Services before the new restrictions can take full effect. However, Florida maintains that it is the first state to pursue such a comprehensive list of prohibitions under the TANF framework.
