Instant Traffic Fines System: Full List of Offences and Penalties

The National Transport and Safety Authority (NTSA) on Monday announced the launch of the Instant Fines Traffic Management System, a new automated platform aimed at improving enforcement of traffic laws across Kenya.

The system, now operational, will automatically send traffic violation notifications via SMS to motorists who breach road regulations. Payments are expected to be made within seven days through the branch network of KCB Group. Motorists who fail to pay on time will incur interest on the outstanding amount, and access to NTSA services will be blocked until fines are cleared.

NTSA said the new system is fully automated, enhancing transparency, efficiency, and accountability in traffic enforcement.

Traffic Offences and Fines

Driving without proper documentation or permits

• Driving without identification plates or with incorrectly fixed plates – Sh10,000
• Driving without a valid inspection certificate – Sh10,000
• Driving without a valid license endorsement for the class of vehicle – Sh3,000
• Failure to renew a driving license – Sh1,000
• Driving a PSV while unqualified – Sh5,000
• Unlicensed person driving or acting as PSV conductor – Sh5,000
• Owner or operator of PSV employing an unlicensed driver or conductor – Sh10,000
• Person driving a PSV who is not the designated driver – Sh3,000
• PSV driver allowing an unauthorized person to drive – Sh3,000

Obstruction and improper parking

• Causing obstruction by leaving a vehicle on the road – Sh10,000
• Failure to display reflective triangles or lifesavers while obstructing traffic – Sh3,000
• Pedestrian willfully obstructing traffic – Sh500

Pedestrian and pavement violations

• Driving on or through a pavement or pedestrian walkway – Sh5,000
• Driving a vehicle on a footpath – Sh5,000
• Travelling with part of the body outside a moving vehicle – Sh1,000

Seat belts and vehicle safety

• Failure by owner to fit seat belts – Sh1,000 per seat
• Failure to wear seat belt while driving – Sh500
• Motorcycle rider without protective gear – Sh1,000
• Motorcycle passenger without protective gear – Sh1,000

Speeding violations

• Exceeding speed limit by 1–5 kph – Warning
• 6–10 kph – Sh500
• 11–15 kph – Sh3,000
• 16–20 kph – Sh10,000
• Speeding over 50 kph or as indicated by a traffic sign follows the same scale

Behavioral violations

• Failure to obey a police officer’s directions – Sh3,000
• Failure to conform to traffic signs – Sh3,000
• Failure to stop when directed by police – Sh5,000
• Driver using a mobile phone while in motion – Sh2,000
• Learner failing to display “L” plates – Sh1,000
• Touting – Sh3,000

PSV-specific violations

• Failure to wear uniform or display badge – Sh2,000
• Driving or operating PSV with tinted windows/windscreen – Sh3,000
• Failure to carry functional fire extinguishers or fire kits – Sh2,000
• Failure to fit prescribed speed governor in PSV or commercial vehicles – Sh10,000
• Picking up or setting down passengers at unauthorized bus stops – Sh3,000
• Passenger boarding or alighting at unauthorized stops – Sh1,000

Fare and service violations

• Failure to refund fare for incomplete journeys – Sh3,000

Miscellaneous offences

• Driver carrying more than one pillion passenger on a motorcycle – Sh1,000
