Kisii Central OCS Eliud Kimwele is on the spot after he was accused by junior officers of frustrating them for questioning his integrity.
According to an insider source who sought anonymity, Kimwele has abandoned his duties and in his place is Constable Esther Rono who Kahawa Tungu understands is his girlfriend.
A few weeks ago this writer has learnt the OCS transferred junior officers who dared question his choice (Rono) to far away stations as punishment.
In the last three months alone, at least 30 officers have been moved from the Kisii station.
“…more than 30 officers has been transferred on punishment grounds,if you try to question him on integrity grounds or if an investigating officer on any case try to give him facts the following week you are transferred to far end that you will feel the impact (sic),” our source intimated.
Prior to the transfers the OCS is said to have called for a staff meeting and threatened any one who dared cross paths with his lover.
What followed was the unprocedural transfer of 9 officers.
Our source further demonstrates just how influential and well connected Kimwele is. Two months ago, we heard, he was transferred to Koru but the decision was within a week rescinded.

So far gone is the issue such that he only recently had a female officer transferred after she paid fees for his three children and three months rent. She is yet to get her refund.
The officers are now appealing to the Inspector General of Police Joseph Boinnet to help the issue that is far gone.
“Kindly let this reach IG for help coz (sic) we are working under fear,” our source cried.
