KRA Announces New RECTS Roll-Out Starting October 26

The Kenya Revenue Authority (KRA) has announced a new framework for the Regional Electronic Cargo Tracking System (RECTS), set to take effect on October 26, 2026.
In a notice issued on Tuesday, October 20, KRA informed importers, exporters, clearing and forwarding agents, transporters, bonded warehouse operators, Partner States and other stakeholders that the Commissioner of Customs and Border Control will commence the roll-out of the Multi-Vendor User-Owned Framework.
Under the new framework, electronic seals currently owned by KRA and used to tag dry cargo and motor vehicle units under RECTS will cease operating from October 26, 2026.
Thereafter, electronic monitoring and tracking of goods under customs control will be carried out exclusively using devices supplied by approved vendors.
KRA also announced that its e-fuel electronic seals, which are used to monitor wet cargo under RECTS, will be progressively phased out.
The authority said the new framework would operate through private commercial agreements between approved vendors and users, allowing users to choose their preferred vendor.
“This Framework shall be based on private commercial agreement between the approved Vendors and users. Users are at liberty to select any of the approved Vendors,” KRA said.
KRA added that the list of approved vendors is available on its official website.
