Former Chief Justice David Maraga said he will make public the report of the National Taskforce on Police Reforms, nearly three years after submitting it to President William Ruto.
In a statement on X, Maraga said he had, seven days ago, called on the President to discharge his constitutional and administrative duty by releasing the report, which he submitted on November 16, 2023.
Maraga, who is also UGM Party co-leader and its 2027 presidential flag bearer, said President Ruto had an opportunity to release the report during this year’s Katiba Day celebrations and set its implementation in motion, but failed to do so.
He said he now has the responsibility to make the report public.
Maraga adds that he is in the final stages of consultations with various stakeholders and will announce the next steps in due course.
“I now have the solemn responsibility to make the report public. I am in the final stages of consultation with various stakeholders and shall communicate the next steps in due course,” Maraga said.
He added that the country deserves police institutions that serve and protect its people.
Maraga chaired the task force mandated to review the operations of the National Police Service, the Kenya Prisons Service, and the National Youth Service, to improve service delivery to Kenyans and strengthen accountability.
The task force was established to identify legal, policy, administrative, institutional and operational challenges affecting the effective delivery of services by the three institutions. It was also tasked with reviewing the welfare, terms and conditions of service for their personnel.
It made several recommendations on the police reforms. The reforms had timelines to be met in its implementation.
Some of them have been implemented.
For instance, the recommendations on the adoption of a new Kenya Police uniforms are being implemented with the new attire being unveiled on August 28, 2026 in Nyeri.
Other recommendations included a salary increment for police officers and major changes in the Kenya Prisons Department.
