Kenya secures repatriation and compensation for Kenyans in Russian military operations

Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi has appointed Poppins Omwenga Miso as the Executive Director of the World Scout Parliamentary Union Kenya (WSPU Kenya).

Mudavadi also appointed Tabitha Maureen Mutinda as the Chairperson of the WSPU Kenya Secretariat, while Omwenga Miso will also serve as the Secretary.

The appointments were contained in a Gazette Notice dated August 21, 2026, through which Mudavadi announced the formation and membership of the WSPU Kenya leadership structures.

The Cabinet Secretary appointed Walter Buleti, Monica Loise Sadia, Moses Dady Wandera, Hilda Wanja Njiru, Thomas Isaac Makokha, Pauline Wanjiru Wambui, Lucky Amboso Ingosi, Robert George Nyongesa, Diana Chemutai Rugut, Marion Mueni Maende, Tabitha Bosibori, Santerian Leokoe, Vincent Kioko Mutuku, Daniel Baroh Mwemba, John Mirobi Mureithi, Faith Makolla, Grace Wangechi Gachagua, Fauzia Abdi Mohammed and Henry Kibwage Monari as members of the Secretariat.

Mudavadi further appointed John Waweru Kiarie, Dorice Donya Aburi, Wilberforce Oundo Ojiambo, Pamela Njeru Njoki, Innocent Maino Mugabe, Jackson Kiplagat Mandago, Mwalimu Edward Mutahi Kahiga, Job Mukoyandali and Evalyne Chepkoech Tirop as members.

The Principal Secretary, State Department for Devolution; Principal Secretary, State Department for Youth Affairs; Principal Secretary, The National Treasury; and Principal Secretary, Basic Education will also serve as members and secretary.

Wetang’ula appointed patron

National Assembly Speaker Moses Masika Wetang’ula will serve as the patron of WSPU Kenya.

The Gazette Notice also appointed Julius Lekakeny Sunkuli, Jared Odhiambo Opiyo, Esther Muthoni Ndung’u, John Mahinda Gaita, Florence Mwikali Mutua and Petronilla Were Lokorio as members of the Advisory Committee.

Senate Speaker Amason Kingi will serve as the Chairperson of the Advisory Committee.

Role of the Executive Committee

The Executive Committee will be responsible for overseeing the development, implementation and review of WSPU Kenya’s policies, programmes, rules, regulations and plans.

It will also formulate, approve and oversee the implementation of the organisation’s strategic plans and organisational structure.

The committee will be tasked with mobilising resources for WSPU Kenya projects and programmes and ensuring compliance with the organisation’s policies, standards and regulations.

Among its other responsibilities will be appointing the Executive Director, who will serve as the Secretary of the Executive Committee, as well as appointing other members of the Secretariat.

The committee will also act as a liaison between the Secretariat and the Caucus and oversee the implementation of resolutions passed by WSPU Assemblies.

Mudavadi further assigned the committee the responsibility of enhancing the corporate image of WSPU Kenya and spearheading partnerships and linkages with relevant stakeholders.

The committee will also appoint persons to honorary positions where necessary, establish the Technical Committee and form ad hoc committees to deliberate on emerging issues.

“The Executive Committee shall meet quarterly, and may convene such special meetings as may be necessary,” Mudavadi said.

The new leadership structure is expected to oversee the coordination of WSPU Kenya activities and strengthen its engagement with Parliament and other relevant stakeholders.
