Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi has called on political leaders and legislators to uphold peace as the country approaches the 2027 General Elections.
Speaking on Tuesday during the opening of the 6th Legislative Summit of the County Assemblies Forum in Mombasa, Mudavadi emphasized that peace is invaluable and must not be compromised.
“As we head into the elections, we must shun violence. Do not be underwriters of violence going into the 2027 polls,” he said.
He urged Kenyans to remain united in ensuring that the elections are conducted in a peaceful, free, fair, and credible manner, noting that stability is a prerequisite for credible democratic processes.
“I want to assure you that we will have a free, fair and credible election. The elections need to be peaceful for that to be realised,” Mudavadi added.
The PCS underscored the importance of peace by pointing to global examples, noting that even developed regions have suffered setbacks due to instability.
“Peace has infinite value. We have seen countries with world-class infrastructure, including airports, rendered ineffective because of violence,” he said.
Mudavadi also lauded the County Assemblies Forum (CAF) for organizing the summit, describing it as a critical platform for dialogue and reflection on devolution.
He said the theme of this year’s summit, “Resilient County Assemblies: Reinforcing Representation, Legislation, and Oversight,” was timely and aligned with the constitutional role of county governments.
Referring to recent developments, Mudavadi termed William Ruto’s address to the Nairobi County Assembly as a historic moment since the promulgation of the 2010 Constitution, saying it demonstrated the government’s commitment to strengthening devolution.
He encouraged County Assemblies to explore mechanisms within their Standing Orders to invite leaders and experts to address them on critical issues affecting governance.
“Devolution remains one of the most transformative pillars of our constitutional order,” he said, noting that it has brought governance closer to the people, enhanced public participation, and strengthened accountability.
Mudavadi highlighted ongoing efforts by his office to address concerns raised by Members of County Assemblies (MCAs), including engagement with the Salaries and Remuneration Commission on remuneration reviews and pushing for the fast-tracking of key legislative proposals.
These include the County Assemblies Pensions Scheme Bill, 2024, and the Intergovernmental Relations (Amendment) Bill, 2024, which seeks to anchor CAF in law.
He also addressed taxation concerns affecting MCAs and called for a fair resolution, as well as the need to operationalize the County Assembly Fund to enhance financial autonomy.
“Financial autonomy is essential for legislative independence and credible oversight,” Mudavadi said.
The summit brought together key stakeholders, including principal secretaries, senators, and county leaders, to deliberate on strengthening devolved governance and institutional frameworks across the country.
