Nairobi County MCAs Vow To Oust Speaker Beatrice Elachi Amid Reinstatement By Court

The battle between Nairobi County MCAs and Speaker of the County Assembly Beatrice Elachi is far from over, even as they (MCAs) vow to oust her despite being reinstated by the Labour Relations Court.

In the case file by Ms Elachi to block her ouster, the court cited massive flaws when the MCAs impeached Elachi last year and dismissed the Assembly’s argument that the court has no powers to meddle in legislative process of Parliaments.

“It is my finding that the conduct of the Nairobi city county assembly board calls for intervention of the court as it deliberately set out to overthrow the protections in its standing orders with the ulterior motive of removing Elachi from office without compliance with constitutional and statutory provisions,” ruled Lady Justice Maureen Onyango.

However, speaking to a local daily, Majority leader Abdi Guyo termed Elachi as a stranger in the House, and the MCAs were not ready to work with her.

“In as much as we respect the court ruling, it cannot force an employee on an employer. We are the people that employed her and our decision to impeach her was final,” said Guyo.

He further urged Elachi to get a job elsewhere, as the MCAs were not ready to give her a second chance.

“We already have an acting Speaker who is Chege Mwaura and he is doing a commendable job. Once the dust settles we will confirm him as a Speaker through the right process,” he added.

According to Minority Leader Elias Otieno, Elachi had proven that she was not willing to work with the members for the greater good of city residents.

“If 103 members including those from the opposition voted against her and only two voted for her then that was undeniably a vote of no confidence. Tell me then how she can come back to lead the same people that do not want her,” said Otieno.

On September 6, 2019, 103 MCAs voted to remove her from office, two voted against while two others abstained.

She was also accused of making payments of Ksh550,000 from the public coffers for a suspicious “Dubai Leadership Summit”. She is also said to have traveled to Dubai using public resources to receive a “fake Honorary Doctorate Degree” from the “London Graduate School.”
