NCIC Chair and Member Positions Open for Applications

The outgoing chair, Rev. Dr. Samuel Kobia, completed his six-year term in November 2025.

The selection panel for the National Cohesion and Integration Commission (NCIC) has officially announced vacancies for the positions of Chairperson and seven members of the commission.

In an advert released on Friday, January 30, the panel invited applications from qualified Kenyans to fill the roles.

“Now therefore, pursuant to the provisions of Section 4 and the First Schedule of the National Cohesion and Integration Act, the Selection Panel invites applications from suitably qualified persons for nomination for appointment to the positions of Chairperson and Members of the National Cohesion and Integration Commission,” the advert read.

Applicants for the Chairperson position must be Kenyan citizens with a university degree recognized in Kenya. They should also have at least 10 years’ experience in matters related to race, ethnic and human relations, public affairs, human rights, peace, and security. All candidates must meet the requirements of Chapter Six of the Constitution.

For the positions of NCIC members, applicants must also be Kenyan citizens with a recognized university degree and a minimum of two years’ experience in similar fields, while meeting Chapter Six requirements.

The panel highlighted that certain individuals are not eligible for appointment. These include state officers, political party members, people who have promoted ethnic, racial, or religious hatred, undischarged bankrupts, those previously removed from office for breaking the law, or individuals who have failed to meet statutory obligations.

Successful candidates will serve a non-renewable six-year term, with salaries and benefits determined by the Salaries and Remuneration Commission. The names of applicants and shortlisted candidates will be published in the Kenya Gazette, two national newspapers, and on the Public Service Commission website.

Shortlisted candidates must present original copies of their ID, academic and professional certificates, transcripts, and supporting documents. They must also provide current clearances from the Kenya Revenue Authority, Ethics and Anti-Corruption Commission, Higher Education Loans Board, any registered Credit Reference Bureau, the Directorate of Criminal Investigations, and a letter from the Commission for University Education for any foreign degree.

Applications must be submitted in a sealed envelope, clearly marked “Application for Chairperson, National Cohesion and Integration Commission” or “Application for Member, National Cohesion and Integration Commission,” and addressed to:

Applications can be posted, sent by courier, or hand-delivered to the Public Service Commission Secretary’s Office, 4th Floor, Commission House, off Harambee Avenue. The deadline for submission is February 13, 2026, at 5.00 PM.

Interior Cabinet Secretary Kipchumba Murkomen appointed six members to the NCIC selection panel in November 2025, ahead of the recruitment process. The panel members are Reuben Chirchir, Francis Meja, Pauline Mcharo, Alfred Mshimba, Michael Nzomo Mbithuka, and Hannah Okwengu.

NCIC, established under the National Cohesion and Integration Act of 2008, was formed in response to the 2007/2008 post-election violence. The commission’s mandate is to promote national unity, prevent ethnic discrimination, and address hate speech in Kenya.

The body is led by a chairperson, seven commissioners representing Kenya’s diversity, and a CEO, supported by technical and administrative staff. NCIC works to prevent and resolve ethnic and political conflicts, monitor public speech, investigate and prosecute hate speech, facilitate peace dialogues, conduct civic education, and advise the government on policies promoting peaceful coexistence.
