NYS To Be Restructured As New PS Takes Office

The Cabinet on Tuesday proposed the establishment of an oversight board to make the National Youth Service (NYS) a corporate body with Director General as the Chief Executive Officer.

The new measures, the cabinet secretaries said will help deal with the serious manag

erial and operational challenges that have been reported at the NYS in the past.

During the meeting chaired by President Uhuru Kenyatta, it was also proposed that the institution undergoes a clean-up of the supply chain management function as well as budgetary and internal audit reforms.

Earlier on in the day, the President swore in newly appointed PS Youth Affairs Francis Otieno who replaces Lillian Omollo.

Ms Omollo was in May arrested alongside former NYS Director General Richard Ndubai for the loss of Sh468 million at the institution.

This was the second scandal to hit the scandal with the first one taking place in 2015, where Sh791 million was lost.

Uhuru asked Mr Otieno to clean up the NYS which he insisted is not a cash cow but a way for the youths to enrich themselves.

“We expect the highest degree both of integrity and loyalty to Kenyans. NYS’ intention was not to enrich a few people but to change the lives of young people,” he said.
