    Residents Complain Of Illegal Bar In Government Estate, Accuse Police and NACADA Of Collusion

    Makongeni Police have been accused of working with National Agency for the Campaign against Drug Abuse (NACADA) officials to aid in the continued operation of an illegal bar/disco in government premises.

    Jogoo Phase 1 Government Estate residents have lodged several complaints to the Nairobi county housing department but no action taken.

    A source privy to the information says that the bar owner, Charles Bwivuya Chahilu is well connected, most especially with one Sergeant Edward.

    According to a letter dated 3 April, 2018 the bar was originally supposed to operate solely as a grocery shop and should have been closed not later than 6, April but the bar is still operational.

    A source who sought anonymity intimated to Kahawa Tungu that NACADA officials always inform Makongeni police officers before making ‘impromptu’ routine checks in the area. The officers then alert the bar owner who closes the premises till after the checks.

    In another letter dated 17 April, 2018 the housing department again instructed that the bar be closed down before 23 April.

    “Please note that non-compliance will lead to your evictions without further reference to you whatsoever,” the letter reads in part.

    The Jogoo Phase 1 residents have in the recent past also complained of the poor state of roads in the area.

    The roads they said were impassable and the drainage system, very poor.
