Ruto, Mbadi and AG Oduor Make New Govt Appointments

Ruto Appoints Panel To Recruit New KNCHR Chairperson

President William Ruto, Treasury Cabinet Secretary John Mbadi, and Attorney-General Dorcas Oduor have made a number of fresh government appointments.

In a Gazette Notice dated December 5, 2025, President Ruto appointed David Wamtsi Omusotsi as the Non-Executive Chairperson of the Council of the Kenya Utalii College. Omusotsi will serve for a period of three years with effect from December 5, 2025.

“In exercise of the powers conferred by paragraph 20 (2) (a) of the Tourism Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint David Wamtsi Omusotsi as the Non-Executive Chairperson of the Council of the Kenya Utalii College for a period of three (3) years, with effect from the 5th December, 2025,” the notice reads.

Treasury Cabinet Secretary John Mbadi also announced several appointments. He named Lawrence Kibet, Director-General for Public Investment and Portfolio Management, as Chairperson of the Asian Officers’ Family Pensions Board.

The other board members appointed for a three-year term are Michael A. Kagika, Secretary and Director of Pensions; Dinah Mboje, Principal State Counsel in the National Treasury; Francis L. Amuyunzu, Senior Deputy Accountant-General in charge of Accounting Services and Quality Assurance; and Vivian Chebii, Deputy Director for Policy.

Mbadi also appointed Suleiman Issack Ali as a member of the Board of the Kenya Trade Network Agency for a term ending on December 7, 2026. Gerald A. Okoko was appointed to the same board with a term running until October 5, 2026. Both appointments took effect on December 5, 2025.

In another Gazette Notice, Attorney-General Dorcas Oduor appointed James Musee Nduna as the Registrar of Marriages for a period of three years.

Meanwhile, President Ruto revoked the appointment of former Taveta MP Basil Criticos as the Chairperson of the Board of the Kenya Trade Network Agency.

He also removed Paul Mwiti Mucheke and Abubakar Ketemon as board members.

“In exercise of the powers conferred by Section 7 (3) of the State Corporations Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, revoke the appointments of Basil Criticos as the Chairperson, Paul Mwiti Mucheke and Abubakar Ketemon as members of the Board of Kenya Trade Network Agency, with effect from the 5th December, 2025,” the notice stated.
