Seven Constituencies Unable To Account For Close To Ksh1 Billion

Samburu North, Mwala, Ndaragwa, Mandera East, Dagoretti South, Bondo, Mumias West constituencies cannot account for close to Ksh1 billion allocated to them, the auditor general Edward Ouko has revealed.

In a report tabled to parliament last week, Ouko says that the constituencies lack documentation fo the funds allocated from the National Government-Constituency Development Fund (NG-CDF).

The report reveals that the money was spent on paying fees for students in learning institutions, build classrooms and murram roads, but not backed up with documentation. Millions were also spent on events that are supposed to be financed by the county governments.

Samburu North for instance spent Ksh48.2 million on bursaries against a budget of Ksh58.2 million, without any documentation.

For Mwala constituency, despite injecting Ksh271.7 million on projects, some had not started while others had stalled. This was the same in Mumias West constituency, Kakamega County.

Ndaragwa Constituency allocated Ksh2.7 million to Gwa Kungu and Nyakinyua water projects for the construction of water tanks and piping, but no tank was constructed.

Mandera East cannot account for Ksh223.7 million due to the variance between cash book balance and statements of assets balance, irregular procurement for secondary school projects, flouting of procurement laws and unaccounted for bursary expenses.

Dagoretti South indicates that it spent Ksh156 million, but overall actual expenditure amounted to Ksh68.7million, leaving Ksh87.2 million unaccounted for.

There was unauthorised reallocation of bursary funds of Ksh20 million, including Sh4.9 million reallocated to three secondary schools in Bondo constituency.
