SHA fraud suspect arrested, to be arraigned in Nairobi

Detectives from the Directorate of Criminal Investigations (DCI) arrested an interdicted staff member of the Kenya Medical Practitioners and Dentists Council (KMPDC) over alleged fraud linked to the Social Health Authority (SHA).
The suspect, identified as Harun Liluma, was apprehended on Tuesday as part of an ongoing crackdown targeting individuals and organizations implicated in illegal activities affecting the Social Health Authority.
According to the DCI, Liluma is expected to be arraigned at the Milimani Law Courts on Wednesday to face charges including conspiracy to defraud, abuse of office and computer fraud.
The charges were approved by the Office of the Director of Public Prosecutions (ODPP) following what investigators described as painstaking investigations into alleged irregularities within the health insurance system.
Authorities say the arrest forms part of a broader operation aimed at dismantling fraudulent schemes that have exposed members of the public to financial losses under the SHA framework.
The DCI said it remains committed to unearthing illegal activities within the Social Health Authority and safeguarding public funds, warning that those found culpable will face the full force of the law.
Elsewhere the detectives fromLand Fraud Investigations Unit arrested land fraud suspect Francis Maina Ndegwa, who failed to appear for plea taking on February 19, 2026 at the Milimani Law Courts.
The suspect was charged with Fraudulent Procurement of a Certificate of Lease Contrary to Section 103(1)(C)(i) of the Lands Registration Act, after a meticulous investigation by our seasoned gumshoes unearthed his mischief, effectively halting his nefarious motives.
In the case, Ndegwa allegedly forged the signatures of a land registrar, land administrator and advocates — all of whom disowned any dealings with him. His grand scheme was to unlawfully evict the rightful owners of a prime piece of land in Pangani, Nairobi County, valued at a staggering Kshs. 50 million.
Instead of presenting himself before the Magistrate, the suspect chose to take off. Immediately the Magistrate signed his Warrant of Arrest, a manhunt ensued, leading to his arrest. He is now in custody, awaiting his court arraignment tomorrow.
This apprehension reflects sustained operations by the DCI to dismantle illegal land fraud schemes, and sends a clear message to individuals considering similar criminal undertakings.
And the team arrested Peter Maingi Kimani alias Menelik Kimani, who is suspected of recording a video containing a threatening message and sharing it on his TikTok account earlier this week.
The suspect was smoked out of his hideout in the Gachage area of Kiganjo, Gatundu South Sub-County, where he had holed up after committing the offence. He is currently undergoing processing pending arraignment.
The DCI said it reminds the public that while freedom of expression is guaranteed in the Constitution, its enjoyment should not be used as a tool to promote or justify the violation of the rights of others.
The arrest attracted condemnation online.
