Treasury Debars Peesam Limited From Public Procurement for Three Years

National Treasury Cabinet Secretary John Mbadi has announced that Peesam Limited has been barred from participating in public procurement and asset disposal proceedings for three years.
The debarment, imposed by the Public Procurement Regulatory Authority (PPRA), took effect on February 17, 2025, on grounds specified under Section 41 of the Public Procurement and Asset Disposal Act.
The announcement was made through a Gazette notice dated October 9, 2026.
Mbadi said the decision was made pursuant to powers conferred on the Cabinet Secretary under Regulation 22(5)(k) of the Public Procurement and Asset Disposal Regulations.
Peesam Limited is a private limited liability company registered and incorporated in Kenya under the Companies Act. The company primarily operates as a service contractor and corporate supplier.
The firm has participated in public procurement and government contracting in Kenya and has been involved in administrative review cases and judicial review applications before the High Court of Kenya at the Milimani Law Courts over public tenders.
Its procurement disputes have included tender proceedings involving cleaning services at facilities such as Moi International Airport, as well as environmental management and grass-cutting services at Manda Airstrip.
