1,774 graduate police constables are seeking to have National Police Service Commission (NPSC) chairperson, Eliud Kinuthia and Inspector General of Police, Hilary Mutyambai jailed for contempt of court.
In their petition, the officers, said Mutyambai and Kinuthia disobeyed a court order directing them to revise their salaries to match that of an inspector of police and and chief inspectors in Job Group J.
In May, Judge Byram Ongaya noted that paying graduate officers a salary scale below job group J amounts to denial, violation, infringement and or threat to their fundamental rights.

This therefore meant that their monthly salaries were to be revised to between Sh45,000 and Sh60,000.
The pay hike should have been effected in August but according to Mutyambai, the hike would require Ksh.928 million annually. This, he said, was not tenable.
A police constable serves under job group F and takes home Sh19,290 while a graduate police constable serves under job group J earning Sh42,600.

The officers also want the court to direct DCI George Kinoti to personally execute warrants of arrest against Kinuthia and Mutyambai.
Again, in November 2018 the officers accused the IG and NPSC of maliciously discriminating against the police graduates. The IG and NPSC were then directed to upgrade the salaries of the graduate officers from Job Group F to J.
“Despite all the directives in the order, we have all received payslips that didn’t reflect the expected upgrade,” the petition reads in part.
