The Directorate of Criminal Investigations (DCI) has moved to court seeking orders to access CCTV footage of former Interior CS Fred Matiang’i’s Karen home.
The sleuths want proof of an alleged police raid at the former minister’s home last week on Wednesday.
In an application filed at the Chief Magistrate’s Court in Milimani, the DCI wants to reveal the identities of those involved in the alleged raid since there have been assertions that they were police officers.
According to the DCI, investigations have revealed that a private security company, Bob Morgan Security Services Limited, has installed, manned, and managed CCTV cameras in the residential premises.

Court documents show that the officers are looking into a case of attempted robbery.
The DCI argues that its officers did not participate in the raid in question and asserts that the National Police Service did not authorize it, necessitating access to the CCTV footage.
The DCI is requesting court orders requiring the manager of the private security company or one of his agents to let the investigators see the footage from 6 p.m. on February 8 to 12 p.m. on February 9, 2023.
“The applicant is praying that an order be served upon Bob Morgan Security Services Limited to provide access of the server system installed within the residential L.R No 12302/9 Karen Ngong View in Karen, and retrieval of the CCTV footage by the Director of Criminal Investigations cyber forensic expert and any other police officer authorised by the County DCI headquarters Nairobi,” an affidavit filed by Chief Inspector Eunice Njue reads.

According to Ms Njue, on the morning of February 7, rumors about a raid at Dr Matiang’i’s Nairobi home by unidentified individuals who were believed to be police officers circulated in the media.
“The investigation team is apprehensive that if the CCTV footage is not promptly secured, the crucial evidence might be lost and thus plunging the ongoing investigations into jeopardy,” she tells the court.
She continues by stating that as the footage is electronic evidence, Section 106B of the Evidence Act requires that it be certified by an expert in order for it to be used as evidence in court.
The DCI moved to court after the former CS was granted anticipatory bail and the police barred from arresting him.

The court denied the DCI’s request but instructed the it to submit the application to the private security company.
The case will be mentioned on March 7.
