    In a major diplomatic development, Kenya reached an agreement with the Russian Federation to facilitate the repatriation, protection, and compensation of Kenyan nationals involved in Russia’s military operations in Ukraine.

    The agreement follows bilateral consultations in Moscow on March 16, 2026, between Kenya’s Musalia Mudavadi and Russian Foreign Minister Sergey Lavrov. While the discussions aimed to deepen Kenya–Russia ties, the urgent welfare of Kenyan citizens recruited into the Russian Special Military Operations (SMO) took center stage.

    Under the agreement, the Russian authorities will halt further recruitment of Kenyan nationals into military operations.

    Kenyans currently serving who wish to disengage will be safely repatriated, with injured personnel receiving consular support.

    Arrangements will be made for the dignified return of deceased Kenyans, with compensation to be processed through diplomatic channels, a statement said.

    Kenya will be placed on a stop list to prevent its citizens from being enlisted in foreign armies, in line with Section 68 of the Kenyan Penal Code.

    Both countries will share information to combat human trafficking and smuggling.

    The Ministry of Foreign and Diaspora Affairs estimates that 252 Kenyans were conscripted into Russian operations.

    Of these, 44 have been repatriated, 10 are missing or killed, 38 are hospitalized, and 160 remain active in operations. Additionally, two Kenyans are confirmed prisoners of war in Ukraine.

    Mudavadi also used the meeting to highlight opportunities to expand bilateral trade, particularly in Kenyan tea, coffee, flowers, and horticultural products, as well as education and cultural exchange, including scholarships for Kenyan students and the African Centre for the Study of Russia at the University of Nairobi.

    He announced plans for a ‘Linda Mkenya Majuu’ nationwide awareness campaign to educate citizens on safe and legal opportunities abroad, while reaffirming Kenya’s commitment to protecting its nationals and upholding the law.

    The agreement marks a significant step in safeguarding Kenyan citizens overseas while strengthening Kenya–Russia relations in trade, diplomacy, and cultural cooperation.
