The Ethics and Anti Corruption Commission (EACC) has revealed that the former head of accounting at the City Hall stole close to Sh77 million from the county and hid the money in his child’s account.

In an affidavit by EACC, Stephen Ogaga Osiro could not explain the source of the funds in his child’s account as well as the Sh53 million found in his wife’s account yet she was just a mere housewife with no recognizable source of income.

“Those are some of the reasons that made us believe he was misappropriating public funds and engaging in money laundering. We also established that his wife is a housewife with no other source of income but had millions of shillings deposited in her account,” Shamalla the EACC lawyer told the court.

Osiro has also been accused alongside former Nairobi governor Evans Kidero for embezzling close to Sh213 million from the county.

The former county head of accounts allegedly owns property worth Sh340 million yet he was earning a mere salary of Sh90,000 a month during the five years that he was in office.

The EACC have since frozen his accounts in a bid to recover the money that they believe he obtained fraudulently.

His lawyers however said that it was unfair to freeze his accounts denying his family the basic needs of food, shelter and education.

Justice Hedwig Ongudi said she would make a ruling on whether the accused could access their accounts on November 22, 2018.
