    AG Kihara Faults CS Amina’s Decision To Lower Entry Grade For Teaching Courses

    The Attorney General(AG) Paul Kihara has overruled the directive by Education CS ambassador Amina Mohamed to lower entry point to teaching colleges to D+.

    AG Kihara  said that the CS did not have such powers which he said were exclusive to the Teachers Service Commission.

    “The Teachers Service Commission is, by dint of the Constitution, the State organ with the constitutional power and mandate to set the minimum qualifications for persons entering the teachers service,” said the AG in a letter to TSC CEO Nancy Macharia.

    CS Amina had lowered the qualifications saying that the move was based on to attain the constitutional imperatives of affirmative action, and safeguarding the right to access basic education and non-discrimination as well as protect the marginalize.

    “We have to address this issue, or else we will not get secondary and primary school teachers in future,” she said.

    The Kenya National Qualifications Authority (KNQA) director general Dr Juma Mukhwana said that the lowering will ensure sustainability of the teaching practice in Kenya.

    “This is in line with the Kenya National Qualifications Framework, which has been widely discussed and adopted by stakeholders,” the authority’s director-general, Dr Juma Mukhwana, said in a statement.

    She reduced the qualification to D+ and C- for learners in marginalized areas to be able to pursue the Education course.

    Certificate courses will be phased out next year, leaving only diploma programs for primary school trainee teachers.

    “We are phasing out P1 teachers. Those joining next year will not study for a certificate, but a diploma,” said the Cabinet Secretary.
