Uasin Gishu governor Jackson Mandago has fired a sub-county admin for posting on Facebook comments that were meant to castigate Members of County Assembly (MCAs) who were on a ‘wasteful’ trip to Kisumu.
In his post, Philip Kimutai Biwott accused the MCAs of enriching themselves with public funds, by receiving an allowance of Ksh14,250 per day.
“Allowances. Kisumu is 14,250 per day. It is called per diem. In government when you are broke you create a workshop, training, seminar, interrelationships etc. to cover up (sic),” posted Biwott.
In a related post, Biwott said, “Now MCAs from Uasin Gishu County are in Kisumu to represent their electorates. Now you know.”
The two posts were attached in the dismissal letter as reasons for his sacking.
Biwott was dismissed on grounds of “unauthorised use or disclosure of confidential information”, according to the letter in our possession.
“It has been reported to this office that between April 4th – 5th, 2019, in your Facebook page, you posted or made some comments which were deemed to bring bad light to Uasin Gishu County Government officers, who were on official duty in Kisumu. This is tantamount to disclosing Government information, from a senior officer, that should otherwise not be disclosed to the public,” read the letter in part.

To facilitate investigation on the alleged misconduct, it has been decided that you be, and hereby, interdicted from executing the duties of your office, pending finalization of your case,” added the letter.

Today, Nandi governor Stephen Sang suspended 16 of his staffers after an incident of burglary and theft that occurred on the night of 18th April 2019 at the Department of Transport and Infrastructure’s storage facility where 99 tyres valued Ksh3.4 million were stolen.
