Charles Payne was born on November 15, 1960, in New York City. At 17, he joined the United States Air Force and served as a security policeman at Minot Air Force Base in North Dakota. During his service, Payne attended Minot State University and Central Texas College.

Payne began his Wall Street career in 1985 as an analyst at the stock brokerage firm EF Hutton. In 1991, he founded Wall Street Strategies, a stock market research firm, where he served as the principal financial analyst and CEO.

SEC Complaint

In 1999, the SEC filed a complaint against Payne and Wall Street Strategies, alleging that the firm used recorded telephone messages to recommend certain stocks without disclosing that Payne received payments to promote them. Although Payne neither confirmed nor denied the allegations, he agreed to a permanent injunction against violating Section 17(b) of the Securities Act of 1933 and paid a $25,000 civil penalty.

Fox Business Network

Payne joined the Fox Business Network as a contributor in 2007. In 2014, he began hosting his own show, “Making Money with Charles Payne.” Known for his strong opinions, Payne has made several controversial claims, such as attributing the market crash to President Obama’s election in 2008, a statement widely criticized by financial experts.
