Detectives from the Directorate of Criminal Investigations (DCI) sought details of the X account accused of defaming Deputy Inspector General of police Eliud Lagat from the Communications Authority of Kenya (CA).

Inspector General Douglas Kanja revealed that the police sought the details of an X account with the username Pixelpioneer, which had allegedly published defamatory statements against Deputy Inspector General Eliud Lagat.

He made the revelations while presenting the chronology of events before the Senate.

Kanja then read out one of the offending posts: “Mr. Eliud Lagat had strategically placed his most trusted officers in charge of DCI desks and traffic shifts in order to control both revenue streams and intelligence flow.”

He also cited another post which depicted DIG Lagat alongside Joseph Chirchir, a senior officer in Nairobi Area Command in charge of traffic under the caption “EACC investigating top cop after purchase of USD 2.6 million home in Dubai… accompanied by DIG Photo and the phrase ‘Eliud Lagat, Mafia police’.”

Kanja told Senators that investigators from DCI wrote to CA on June 4, requesting the details of the X account.

This was after the investigators wrote a letter to the Ethics and Anti-Corruption Commission (EACC), seeking to determine whether DIG Lagat was being investigated for fraud, as stated in the account.

“Similarly, a request was made to the Communications Authority of Kenya to provide registration details and preserve posts associated with the post handle Pixelpioneer,” Kanja told senators.

On June 4, 2025, Kanja said, CA responded, confirming that the handle was active and had 13.4 thousand followers.

The police boss also told Senators that the police sought information on an X account named Kelvinmwicheles.

The account has since been linked to Kelvin Moinde, who was also arrested and later freed after the DPP dismissed charges against him.

“CAK responded with registered details and relevant posts of the account. CA reports linked the posts directly to the identified suspects,” Kanja said.

After receiving the details, a team of police officers was dispatched to arrest Moinde in Kisii County and later transferred him to DCI headquarters.

“Kelvin Moinde provided a statement and disclosed the involvement of four other individuals. One being Albert Ojwang’ (deceased), Dorcas Mawia, Douglas Marigiri and Peter Mbugua. He also shared their respective X handles,” Kanja revealed.

On June 7, a team was dispatched to Homa Bay, where Ojwang’ was arrested and transferred to Nairobi.

They arrived at Central Police Station at 21:17 hours.

It is not yet clear what time he was clobbered in the cells. This is because the security cameras at the station were interfered with and footage deleted or switched off.
