Homa Bay Town Member of Parliament Hon Peter Kaluma has submitted his Secession Bill dubbed The Constitution of Kenya Amendment Bill 2017 to the Independent Electoral and Boundaries Commission (IEBC).

Consequently, this calls for the demand for a Referendum which seeks to amend Article 5 of the Constitution to redefine the country’s territory and split it into two nations; The People’s Republic of Kenya and The Central Republic of Kenya.

Mr Kaluma argues that citizens in 40 Counties have been reduced to “mere tax payers without corresponding right to equal opportunities and services thereby making vain the Constitutional call to secure the face of Kenya.”
Kaluma took a swipe at the current Administration claiming it has undermined devolution and instead concentrated power and resources.

“Current Jubilee administration has captured the state and totally emasculated parliament , Commissions and Independent Offices established to secure good governance and is ready to do anything, including : Political Assassinations , Manipulation of ethnic census and voter Register, Flagrant rigging of Elections , systemic and Systematic Suppression of other groups and communities to retain Political and Economic Power” The Bill further reads.
Successive governments have not been spared either and are accused of having violated the national values and principles of governance and instead entrenched ethnic Discrimination and exclusion, inequality and injustice in public service , and, in the distribution of National Resources.
The Legislator habours the conviction that given the scenario,it is only proper to amend the Constitution to split to allow for the creation of a new state to give effect to the aspirations of the People of Kenya.
The secession discourses prompted by the August 8th Election which allegedly was marred by Irregularities and Illegalities was re-birthed by Economist and NASA Strategist David Ndii who  suggested that Kenyans need to Debate on why the need to stay together rather than divorce in light of marginalization and historical injustices.
The Bill is timely in the wake of National Resistance Movement’s peoples Assembly Bill which has so far been passed in Siaya, Homabay, Vihiga and Busia Counties.
