    EACC Ranks Matiang’i’s Interior Ministry As The Most Corrupt

    The Dr Fred Matiang’i led Interior Ministry has been ranked as the most prone to corruption ministry, closely followed by the Lands and Health ministries.

    The National Corruption Survey 2017 report, launched on Monday showed that corruption at the ministry has gone up from 45.7 percent in 2016 to 64.7 per cent.

    Ministry of Health graft levels are at 27.8%, Lands at 23.9%, Transport at 13 percent followed by the Education ministry at 11.7% and Devolution at 10.3%.

    The Kenya Police was ranked first among the government departments and agencies where corruption is rampant at 23.8 percent. National Police Service Commission came in second at 13.7%, public hospitals (9.8%), Kenya Revenue Authority (8%), National Land Commission (7.3%) and National Transport and Safety Authority (4.9%) and Immigration department (4.3%).

    The survey which was conducted between September 18 and October 24 last year and which sampled 5,977 households across the 47 counties showed that delays in service provision is the most common form of unethical conduct in the country.

    76 percent of Kenyans revealed that they did not receive government services after failing to pay a bribe with citizens parting with an average of Sh5,058 in bribes.

    Those in Mandera said they paid Sh35,440, Kisumu at Sh 26,762, Busia at Sh18,886, Nyamira at Sh10,967, Murang’a Sh9,297, Nairobi Sh8,916, Marsabit Sh7,859, Turkana Sh6,791, Uasin Gishu Sh6,744, and those in Wajir Sh6,235 in bribes to access government services.

    Other problems cited by the respondents were poverty (37%) followed closely by Unemployment (32.2%), unfavorable economic conditions (22.2%) and political instability (21.8%).

    The report did however note that the levels of corruption and unethical conduct dropped to 70.4 percent from 79.4 percent in 2016.
