Kenyans will not pay any fees to replace their national identification cards or change their personal details for the next six months. This follows a directive issued by Interior Cabinet Secretary Kipchumba Murkomen.
Murkomen made the announcement in a statement posted on his official X account on Friday, October 31, 2025. He said the move is part of the government’s efforts to ensure all citizens can access important documents without facing financial challenges.
“The Government has today issued a special gazette notice waiving the fees charged for the replacement of IDs and changing of particulars for a period of six months,” he said.
Murkomen noted that the decision supports President William Ruto’s directive to promote inclusivity and ensure every Kenyan has access to a national ID. The ID is required for accessing government services, job opportunities, and financial services.
The waiver is contained in Kenya Gazette Supplement No. 183 of October 31, 2025. The amendment states that both duplicate ID replacements and changes of particulars will be free for six months, starting immediately.
“The fees prescribed in the Sixth Schedule in respect of duplicate/replacement and change of particulars shall be nil for a period of six months,” the gazette notice reads.
Murkomen added that the Ministry has recently introduced other reforms to simplify the registration process. These include free IDs for first-time applicants, removal of extra vetting in border counties, and scrapping fees for authenticating birth certificates when applying for IDs or passports.
He encouraged Kenyans to take advantage of the waiver.
“I urge the public to take advantage of this waiver period to go for IDs,” he said.
Previously, replacing an ID cost Sh1,000.
