The Kenya National Highways Authority (KeNHA) has issued an update on the progress of the Nairobi–Nakuru–Mau Summit (A8) Road and the Nairobi–Maai Mahiu (A8 South) Public-Private Partnership (PPP) Road Project.
In a public notice issued on Tuesday, October 28, 2025, KeNHA announced that the Public Private Partnership (PPP) Committee under the National Treasury and Economic Planning had approved the project during its 47th Extraordinary Committee meeting held on October 9, 2025.
According to the notice, the PPP Committee determined that the project meets the criteria for public interest, PPP suitability, feasibility, and affordability, and therefore granted approval for it to be procured under the PPP Act, 2021. The Committee also approved the recommendation of the Evaluation Report, which selected the China Road and Bridge Corporation (CRBC) and National Social Security Fund (NSSF) Consortium as the preferred project proponent, subject to fulfilling technical, financial, environmental, social, and legal conditions outlined in the report.
“Approved the recommendation of the Evaluation Report, which recommended China Road & Bridge Corporation (CRBC) & National Social Security Fund Trustees (NSSF) Consortium, as the Preferred Project Proponent, subject to its fulfilment of the Technical, Financial, Environmental and Social and Legal Conditions outlined in the Evaluation Report,” the notice reads.
KeNHA had earlier received two Privately Initiated Proposals (PIPs) for the project — one from Shandong Hi-Speed Road and Bridge International Engineering Co. Ltd (SDRBI) and another from the CRBC-NSSF Consortium. The proposals were for the design, build, finance, operate, maintain, and transfer of both road sections under a PPP model.
The two road sections cover approximately 175 kilometers of the A8 Road from Rironi Interchange to Mau Summit and 58 kilometers of the A8 South Road from Rironi to Naivasha through Maai Mahiu. The project corridor traverses three counties — Kiambu, Nyandarua, and Nakuru.
Following conditional approval from the PPP Committee, both proponents carried out feasibility studies during the Project Development Phase and submitted their reports to KeNHA on September 15, 2025. The authority then evaluated the submissions in accordance with the PPP Act and forwarded the evaluation report to the Directorate for recommendation and final approval by the PPP Committee.
KeNHA stated that the public disclosure aligns with the provisions of the PPP Act, Cap 430, and the National Treasury Circular dated April 24, 2025, which requires transparency in Privately Initiated Proposals. The agency said the disclosure aims to notify the public about the PPP Committee’s decision and comply with the publication requirements under Section 43(14) of the Act.
