Kenya is set to spend an all-time high budget of Ksh3.07 trillion in the 2018/2019 fiscal budget tabled before parliament. In the 2017/2018 budget, Kenya spend Ksh2.6 trillion.
However, Kenya’s revenue collection is in deficit of the estimated budget, which will force her to borrow an additional Ksh562.74 billion. This is amid the current state debt of more than Ksh4 trillion which has raised eyebrows both locally and internationally.
Under the new budget estimates, among the expenditures, debt-related payments (interest and redemption payments) alone amount to Ksh870.6 billion.
The President’s Agenda Four legacy initiative will receive Ksh1.25 billion to be allocated towards the strategic initiatives under the sub-programme budget formulation, coordination and management.

On the other hand, Ethics and Anti-corruption Commission will use Ksh75 million for the acquisition of headquarters and operating expenses.
An additional Ksh30 million has be allocated towards construction of police housing in the state department of Interior Department while Ksh200 million will go to the Office of the deputy inspector general Kenya Police Service’s policing services programme.
An additional Ksh100 million has been allocated for criminal investigation services while an extra Ksh8.7 billion will be used for the repair of the infrastructure destroyed by recent flooding.
The Office of the Auditor General will receive an additional Ksh1 billion to cater for personnel emoluments, outsourcing of audits and other consultancies bringing its total allocation to Ksh6 billion.
A total of Ksh68 billion has been allocated to the State department for Energy, with Ksh13 billion going towards power generation and Ksh53 billion towards power transmission and distribution.
The state department for Irrigation will receive Ksh17.97 billion while Ksh5.56 billion will go to the state department for Agriculture and Research.
Industrialization has been given Ksh6.91 billion while the National Intelligence Service gets Ksh31 billion.
Others are Ksh24 billion towards ICT infrastructure development, Ksh2 billion to youth training and development, Office of the Director of Public Prosecutions Ksh2.91 billion, Ethics and Anti-Corruption Commission Ksh2.92 billion and Ksh32 billion to the department for housing, urban, development and public works.
The full budget breakdown will be presented before parliament at the Parliament Building on June 14 by National Treasury and Planning Cabinet Secretary Henry Rotich.
