About four months ago, much hyped Kitui County Textile Centre (KICOTEC) was opened by Governor Charity Ngilu in a bid to tackle youth unemployment nightmare and wealth creation within the county.

According to Kitui Senator, Enoch Kiio Wambua, the the investment is a breach of law as he is not aware of any regulations passed by Kitui County Assembly to regulate the textile centre’s operations.

Addressing journalists after the send off ceremony of Kakundi Kyavoa in Nguni within Mwingi central of Kitui County, Wambua said KICOTEC has no any basis of law.

“I believe the investment is a breach of the law according to Public Finance Management Act 2012,” stated the first term senator.

In addition,Wambua accused Ngilu of not seeking advice from other elected leaders when implementing such projects.

“If only Governor Ngilu sought good advice on the best investments to pursue for instance end to end ventures like supporting farmers to grow cotton, revive ginneries and produce garments we would be in a better place. All elected leaders must have their input especially on management of resources,” added Wambua.

In response to claims raised by some residents that Kiio has been issuing empty threats on taking action against individuals involved in county misappropriation of funds, he stated that currently, governor Ngilu has pending engagements with the senate committee in regard to unpaid bills of contractors who have not been paid for over 2 years now.

“I do not do idle talks, sooner action will be seen taking its course targeting anyone who misappropriated county funds and that’s my job which I will always do,” he said.
