    Lilian and Osiro

Two senior Nairobi County officials have been accused of running a corruption cartel. The two, Stephen Osiro (acting Treasury Chief) and Lilian Ndegwa (the county Secretary) have been accused of being behind the plunder of the county resources.

According to insiders, Osiro and Ndegwa insist on receiving 10% from every contractor or supplier paid by the county. The two would send their emissaries to collect the payments so as not to attract attention. The two are said to have more than 50% of the suppliers loyal to them while Chief of Staff Wainaina has the remaining 50%.

The two are said to have sabotaged even the efforts of Nairobi Governor, Evans Kidero to clean up the county of corruption. The cartel has blocked all efforts to remove some corrupt procurement officials who handle payments on behalf of the duo at City Hall.

The substantive head of the county’s treasury is currently under suspension as investigations are being carried out on the malpractices in the county.
