    NTSA Announces New Digital Traffic Fines System Starting June 1​​

    The National Transport and Safety Authority and in collaboration with the National Police Service, the Office of the Director of Public Prosecutions and the Judiciary, will roll out a new digital traffic fines system beginning June 1, 2026.

    In a notice issued by NTSA Director General, the authority said the move follows the review of the implementation framework for minor traffic offences after the withdrawal of an earlier notice on the rollout of the Minor Traffic Offences System.

    Under the new framework, motorists who commit minor traffic offences under Sections 117 and 117A of the Traffic Act will no longer be required to appear in court immediately.

    Instead, offenders may receive a Police Notification of Traffic Offence issued either physically by police officers or electronically through SMS, email, or approved digital enforcement platforms.

    According to NTSA, offences will be detected through routine police enforcement as well as electronic surveillance systems including traffic cameras and other digital monitoring technologies.

    The authority said the reforms are aimed at enhancing road safety, increasing compliance with traffic laws, reducing congestion in traffic courts, and improving transparency and efficiency in enforcement.

    Each notification will include details such as the offence committed, date, time and location, prescribed penalty, payment instructions and response deadlines.

    Motorists will have the option of either admitting liability and paying the prescribed fine within the stipulated period or contesting the allegation in court.

    NTSA noted that where motorists opt to settle the matter by paying the fine, court appearance may not be necessary, although courts will still retain powers to review penalties, issue refunds where justified and administer demerit points on driving licences.

    The authority warned that failure to respond to notices, pay fines or attend court when required could attract harsher penalties imposed by the courts.

    Motorists will also have the right to access evidence supporting the alleged offence, including photographs or video recordings.

    NTSA further urged vehicle owners and drivers to update their contact information in the NTSA registration system to ensure proper delivery of notices.

    The authority assured the public that personal data collected under the system will be handled in line with the Constitution and the Data Protection Act.
