A probe into Makerere University has discovered about 16000 ghost students present in the university. The committee appointed by President Museveni discovered that the students had record online but did not exist physically.

According to the committee report, the university management presented student nominal rolls containing 46,128 names for verification categorized as “continuing, newly admitted and graduate students”.

However, only 29,889 students (65 per cent) were verified during the committee’s headcount exercise as of February, 2017.

The management also presented a payroll comprising 3,174 staff but upon headcount verification, the committee found only 2,523 employees as of February 2017, leaving 651 staff unaccounted for or whose existence could not be proved.

The vice chancellor Prof Barnabas Nawangwe, explained that the number of students missing in the head count were students doing external programs.

It was unclear as to why the said students had however not reported to the university for the head count during the time the probe was being conducted.

He also explained that the students that had admission letters and IDs did not appear in the roll because they were not considered students since they had not paid tuition fee of registration fee.

The report was presented to Yoweri Museveni at his home by the deputy chairperson of the committee, Justice Ketrah Katunguka.
