    CIA Director John Ratcliffe made an unannounced trip to Moscow on Tuesday, August 25, 2026 — his first publicly known visit to Russia since assuming the role. Here are the facts as reported by major news outlets.

    According to The Wall Street Journal, Ratcliffe’s trip was to warn Russia not to attack NATO countries. Sources told the Journal that the visit came after US intelligence gathered information indicating Russia was making early preparations for a possible military mobilisation for its war against Ukraine and had plans to test NATO’s resolve.

    Politico reported, citing two people familiar with the matter, that Ratcliffe specifically warned Russian officials against escalating conflict with NATO allies, in particular Estonia, Latvia and Lithuania. The CIA chief’s “meeting was primarily to warn Russia against any escalatory action against the Baltic states,” one source said.

    US intelligence assessments concluded that Russian President Vladimir Putin could try to attempt a limited assault on a NATO ally in the coming years, even if the war in Ukraine continues. The potential actions could range from cyberattacks to small-scale land incursions on allied countries.

    American intelligence officials believe Putin may be increasingly willing to authorize provocative operations targeting NATO countries, including hybrid or deniable actions below the threshold of conventional warfare.

    Analysts suggested the goal may have been to say: “We know what you’re planning, and you’d better not do it.”

    Beyond the NATO warning, Ratcliffe also urged Russia to reduce its military and economic support for Iran, according to one person familiar with the matter and a UK official.

    The Kremlin confirmed Ratcliffe’s visit, describing it as “contacts between the security services”. However, Kremlin spokesman Dmitry Peskov stated that Ratcliffe did not meet with President Putin. Putin was briefed on the outcome of the discussions, according to the Kremlin.

    Peskov described the intelligence contacts as positive but said it was “still too early to say to what extent this will affect the overall process of bringing our bilateral relations out of the deepest crisis they are currently in.”

    Prior to Ratcliffe’s arrival, the United States informed Ukraine that a senior American delegation would be traveling to Moscow and asked Kyiv to suspend strikes on Russia until the delegation had left. Notably, there were no Ukrainian drone attacks on Moscow during the visit.

    Ratcliffe’s trip draws a striking parallel with the last known visit to Moscow by a CIA director. In November 2021, then-CIA Director William Burns traveled to Moscow to warn the Kremlin against invading Ukraine and spell out the consequences Washington believed would follow. Despite repeated Russian assurances that it had no plans to invade, Russia launched its full-scale invasion three months later — on February 24, 2022.

    Ratcliffe’s visit lasted approximately four hours. The US Air Force C-17A Globemaster III transport plane flew him from Riga, Latvia, to Moscow’s Vnukovo Airport. The trip was sensitive enough to remain unannounced, and it marked the first time a CIA director has traveled to Moscow since 2021.
