All state and public officers have until December 31, 2025 to file their two-year declaration of income, assets and liabilities, as required under the Conflict of Interest Act, 2025.
The declaration exercise began on November 21, 2025, following the commencement of the new law on August 19, 2025. The Ethics and Anti-Corruption Commission (EACC) issued an advisory guiding how the process should be carried out.
Under the Act, the EACC is responsible for overseeing and enforcing the declaration requirements. The Commission has directed responsible bodies, including the Public Service Commission (PSC), to manage the process as provided under Section 52(1) of the law.
In a public notice issued on November 18, 2025, the PSC reminded all officers that the declaration must include details about their own income, assets and liabilities, as well as those of their spouse(s) and children under 18. Officers must also disclose any “material changes” that affect the declared information. The meaning of “material change” is clearly defined in Section 31(4) of the Act, and officers are encouraged to read the law before submitting their forms.
The PSC is responsible for receiving declarations from a number of high-ranking officials, including Principal Secretaries, Ambassadors, High Commissioners, consular representatives, employees of state corporations, and other officers under its appointive or disciplinary control.
“All state and public officers under the PSC must submit their declarations by December 31, 2025,” the notice stated.
Authorized officers will distribute the official declaration forms to staff and later submit the completed returns to the PSC in the format outlined in previous regulations and guidelines. The submission schedule will be shared through a circular letter and posted on the PSC website.
The PSC emphasized that each officer is personally responsible for ensuring the accuracy and completeness of the information they provide.
Public institutions have also been directed to begin disciplinary action against officers who fail to comply starting January 2, 2026, in line with applicable human resource policies. Institutions must report all sanctions taken to the PSC by March 31, 2026.
