    Nominated Senator Tabitha Maureen Mutinda has reacted after being appointed Chairperson of the Executive Committee of the World Scout Parliamentary Union Kenya (WSPU Kenya).

    Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs Musalia Mudavadi appointed Mutinda to lead the WSPU Kenya Secretariat, while Poppins Omwenga Miso was appointed Executive Director and Secretary of the organisation.

    The appointments were contained in a Gazette Notice dated August 21, 2026, through which Mudavadi established the leadership structures of WSPU Kenya.

    Reacting to her appointment, Mutinda said she was honoured by the opportunity and pledged to serve diligently.

    “I am really honored to be appointed as the Chairperson of the Executive Committee of the World Scout Parliamentary Union Kenya and I am committed to serve diligently in my current position,” she said.

    The Executive Committee will oversee the development, implementation and review of WSPU Kenya’s policies, programmes, rules, regulations and plans.

    It will also formulate and oversee the implementation of the organisation’s strategic plans and organisational structure, as well as mobilise resources for its projects and programmes.

    The committee will further be responsible for ensuring compliance with WSPU Kenya’s policies, standards and regulations.

    Among its other duties will be appointing the Executive Director, who will serve as Secretary to the Executive Committee, and other members of the Secretariat.

    The committee will also serve as a link between the Secretariat and the Caucus and oversee the implementation of resolutions passed by WSPU Kenya assemblies.

    Mudavadi tasked the committee with enhancing the organisation’s corporate image and spearheading partnerships and linkages with relevant stakeholders.

    It will also appoint persons to honorary positions where necessary, establish a Technical Committee and constitute ad hoc committees to address emerging issues.

    “The Executive Committee shall meet quarterly, and may convene such special meetings as may be necessary,” Mudavadi said.

    Mudavadi appointed Walter Buleti, Monica Loise Sadia, Moses Dady Wandera, Hilda Wanja Njiru, Thomas Isaac Makokha, Pauline Wanjiru Wambui, Lucky Amboso Ingosi, Robert George Nyongesa, Diana Chemutai Rugut, Marion Mueni Maende, Tabitha Bosibori, Santerian Leokoe, Vincent Kioko Mutuku, Daniel Baroh Mwemba, John Mirobi Mureithi, Faith Makolla, Grace Wangechi Gachagua, Fauzia Abdi Mohammed and Henry Kibwage Monari as members of the Secretariat.

    John Waweru Kiarie, Dorice Donya Aburi, Wilberforce Oundo Ojiambo, Pamela Njeru Njoki, Innocent Maino Mugabe, Jackson Kiplagat Mandago, Mwalimu Edward Mutahi Kahiga, Job Mukoyandali and Evalyne Chepkoech Tirop were also appointed members.

    The Principal Secretary, State Department for Devolution; Principal Secretary, State Department for Youth Affairs; Principal Secretary, The National Treasury; and Principal Secretary, Basic Education will also serve as members and secretary.

    National Assembly Speaker Moses Masika Wetang’ula will serve as the patron of WSPU Kenya.

    The Gazette Notice also appointed Julius Lekakeny Sunkuli, Jared Odhiambo Opiyo, Esther Muthoni Ndung’u, John Mahinda Gaita, Florence Mwikali Mutua and Petronilla Were Lokorio as members of the Advisory Committee.

    Senate Speaker Amason Kingi will serve as Chairperson of the Advisory Committee.

    The WSPU Kenya Executive Committee will also oversee the organisation’s strategic direction and ensure that resolutions of its assemblies are implemented.
