John Magufuli’s government has banned civil servants from using social media during working hours.

They will only access the internet after 3.30 PM.

In a circular by the Permanent Secretary in the Office of the President in charge of Public Service Management, Dr Florian Ndumbaro said that the move was triggered by complaints by members of the public about slow delivery of services.

Some employees are accused of being preoccupied with social media sites during working hours.

Government offices that need access to social media during working hours should write to Ndumbaro’s office seeking permission.

The Tanzanian government in March 2018 introduced a new law requiring any citizen operating a blog or website to pay an annual licence fee of Ksh44,000 equivalent to 1 million Tanzanian shillings.

Those found blogging or operating a website without a licence were also threatened with a Ksh93,000 fine.

In Uganda, the government introduced a tax that will charge each mobile phone subscriber using platforms such as WhatsApp, Twitter and Facebook Ksh5.50 (200 Ugandan shillings) per day.
