PS Isaboke Calls For Stronger Cybersecurity Measures In State-Owned Tech Systems

The newly appointed Principal Secretary for the State Department for Broadcasting and Telecommunications, Stephen Isaboke, has called for stronger cybersecurity in government-owned digital platforms and systems.

Speaking during a familiarisation visit to the Communications Authority of Kenya (CA), PS Isaboke stressed the need to protect Kenya’s digital infrastructure as the country embraces a digital economy.

“It is a fact now that cybersecurity remains the bedrock for a secure digital economy. We must ensure that the platforms and networks enabling access to e-Government services, e-commerce, and connecting workers and employers, are protected from cyber threats,” he said.

Isaboke was received by CA Board Chairperson Mary Mungai, who led a meeting with the Board of Directors. The session focused on aligning the Authority’s goals with ministry priorities, exploring areas of collaboration, and strengthening policy implementation.

As part of the visit, Isaboke toured key facilities, including the National Kenya Computer Incident Response Team Coordination Centre (KE-CIRT/CC) and the Spectrum Management and Monitoring System. He was briefed by Dr. Vincent Ngundi, Director of Cybersecurity at CA, who outlined the Authority’s role in protecting Kenya’s cyberspace.

Between January and March 2025, the KE-CIRT/CC detected over 2.5 billion cyber threat incidents, a sharp rise of more than 200% compared to the previous quarter.

The Centre responded by issuing more than 13 million cybersecurity advisories—a 14% increase from the last three months of 2024.

PS Isaboke noted that as more services move online, safeguarding digital systems will be essential for effective public service delivery and national security.

His visit follows his recent appointment, replacing Prof. Edward Kisiang’ani, who served in the role since November 2022.

Prof. Kisiang’ani was appointed as a Senior Advisor and a member of the President’s Council of Economic Advisors.
