The Senate Standing Committee on Devolution and Intergovernmental Relations on Thursday met with Kiambu Governor Kimani Wamatangi to consider Thika Municipality’s application for elevation to city status.
Governor Wamatangi told the committee that Thika meets all the legal requirements under the Urban Areas and Cities Act, including financial stability, proper governance structures, and the ability to deliver essential services.
“As a municipality, Thika has made tremendous progress in revenue generation and service delivery. We have met the legal thresholds as provided by law,” he said.
Documents tabled before the committee showed that Thika can generate sufficient revenue, operate with prudent financial systems, and provide key services such as water, sanitation, healthcare, and firefighting. Institutions like Thika Level 5 Hospital, Thika Water and Sewerage Company, and Thika Fire Station are already operating at a scale expected of a city.
However, senators raised concerns over gaps in the submission, including missing governance structure details and audit records.
“This is a matter of national interest, and proper documentation is key. We shall request additional records for a comprehensive review,” said Senator Richard Onyonka.
Committee Chairperson and Wajir Senator Mohamed Abass commended the county’s efforts but said a thorough review involving other stakeholders would be conducted before a final decision is made.
“We appreciate your presentation and the work your county has done so far. We will scrutinize the documents and request more information where necessary,” Abass said.
