    Prof. Makau Mutua Appointed To Lead Compensation Effort For Protest Victims

    Senior Advisor on Constitutional Affairs and Human Rights, Prof. Makau Mutua, has been appointed as the principal coordinator for the State’s intervention and compensation of victims of protests dating back to 2017.

    President William Ruto, in a statement on Friday, said the decision was made in the interest of establishing a clear framework for accountability, redress, and reparations for those affected by demonstrations and public protests. This includes both civilians and security officers who lost their lives or suffered injuries during such events.

    Kenya has witnessed several waves of protests, particularly after elections. Recent demonstrations include the Saba Saba protests, in which several people were killed. The largest in recent history was the June 2024 Finance Bill protest, which saw protesters storm Parliament, set part of it on fire, and also torch the Supreme Court building.

    “Now therefore, I, William Samoei Ruto, President and Commander-in-Chief of the Kenya Defence Forces, in exercise of the authority vested in me by the Constitution, do hereby establish a coordinating framework for the compensation of victims of protests and riots, which shall be vested under the Executive Office of the President,” the President’s statement read.

    He added that the Executive Office of the President will work with the Office of the Attorney General, the Ministry of Interior and National Administration, the National Treasury, and other relevant state agencies to deliver the mandate.

    The special coordination framework will run for 120 days from the date of its establishment.
