The Kenya National Highways Authority (KeNHA) has invited bids for the construction of the 140-kilometer El Wak–Rhamu road, following the disbursement of Sh27.5 billion from the African Development Bank (AfDB) in February.
The road is part of the 740-kilometer Isiolo–Mandera Corridor, a key infrastructure project expected to boost regional trade and reduce transport costs in northern Kenya.
KeNHA confirmed the receipt of funds in a public notice on Tuesday, April 1, 2025.
“The Government of the Republic of Kenya has received financing from the African Development Fund (ADF) in various currencies towards the cost of the Horn of Africa Isiolo–Mandera Corridor: El Wak–Rhamu Road (A13) Upgrading Project, and intends to apply part of the proceeds for this loan to make eligible payments under the contract for the Consultancy Services for Project Road Safety Audit and Road Safety Awareness and Sensitization Campaigns,” the notice read.
The project, initially set to begin in August 2023, was delayed due to security concerns in the region.
However, KeNHA is now seeking eligible consulting firms to oversee road safety measures during construction and post-completion phases.
The consultancy work will involve reviewing previous road safety audits, conducting new safety assessments during and after construction, and implementing awareness campaigns targeting drivers, pedestrians, and cyclists.
“The assignment will take forty-eight (48) months, with 36 months dedicated to the construction phase and 12 months for the Defects Notification Period,” KeNHA stated.
Once completed, the Isiolo–Mandera Corridor will enhance connectivity between Kenya, Somalia, and Ethiopia, with trade volumes among the three nations projected to increase by 15 percent, from approximately Sh25.7 billion to Sh29.5 billion annually.
The road is also expected to reduce travel time from 4.7 to 3.2 hours and lower vehicle operating costs by Sh25 per kilometer, from Sh90 to Sh65.
