    CA Invites Public Views on Draft Rules for Deactivation and Recycling of Inactive Mobile Numbers

    The Communications Authority of Kenya (CA) has invited members of the public to submit their views on proposed procedures and technical safeguards for the deactivation and recycling of inactive mobile numbers.

    The authority said the proposed measures are aimed at improving the management of Kenya’s numbering resources while protecting the rights and interests of consumers assigned mobile numbers.

    In a notice issued on September 1, 2026, the CA said it had developed the draft procedures and safeguards to guide the deactivation and subsequent recycling of mobile numbers that are no longer active.

    The authority has given members of the public until September 11, 2026, to submit their memoranda on the proposed guidelines.

    Submissions should be sent via email to numbering@ca.go.ke.

    The CA said the draft procedures, technical safeguards and the prescribed submission format are available on its website.

    Members of the public can access the documents through the Authority’s Open Consultations page: Communications Authority of Kenya Open Consultations.

    The consultation is part of the Authority’s efforts to ensure Kenya’s numbering resources are managed efficiently while putting in place safeguards for consumers whose mobile numbers may be deactivated and later assigned to other users.

    The proposed framework is expected to provide clearer procedures for handling inactive mobile numbers and reduce potential risks associated with the recycling of previously assigned numbers.
